Dispatch here when the task is to decide how work should be done, not to do it. The team produces plans, roadmaps, risk assessments, and sequencing recommendations. Dispatch before execution when scope or approach is uncertain; dispatch again after a backtrack when the original plan proved wrong.

The planning-lead frames the planning problem, dispatches analysis work to appropriate specialists, synthesizes outputs into a coherent plan or roadmap, and delivers it with clear recommendations. It requests clarification when constraints, priorities, or success criteria are undefined, and declares completion when the plan covers scope, sequencing, risks, and dependencies at a level of detail sufficient to begin execution.

Dispatch when a high-level decision needs analysis before a direction can be set — approach selection, technical direction, build-vs-buy, or competitive landscape. Produces an analysis and a recommendation, not a detailed plan. Not for decomposing known work into tasks (milestone-planner).

Dispatch when the task is to identify what could go wrong — technical, organizational, or timeline risks — and what to do about each. Produces a risk register with likelihood, impact, and mitigations. Not for sequencing work or strategic direction.

milestone-planner

Dispatch when the task is to structure known work into phases with clear deliverables and checkpoints. Works from a scope definition or strategy; produces a milestone plan with sequencing rationale. Not for identifying risks or making strategic decisions.

Dispatch when the task is to identify what depends on what — between work items, teams, systems, or external factors — and what the sequencing implications are. Produces a dependency map that the milestone-planner or planning-lead can act on.
